Looking at the Rev B04 schematics for the XEM8320, the fabric_refclk_c nets, found on page 3, seem to not be connected anywhere in the schematic. They are supposed to connect to T24/U24 on bank 65 but this is omitted from the schematics.
The doc portal for this board shows the following:
