How to define(or set) the initial value of FPGA(cyclone-IV) pins when power-on

Hello,
I would like to define or set the initial value of the Cyclone-IV pins when power-on.
After power on, I configure the FPGA through a FrontPanel application program.
But before FPGA is configured through a FrontPanel application program, I want to set the FPGA pin’s initial values.
How could I do?

This is not possible with FPGAs. You aren’t able to set the power-on value of each pin since there is no non-volatile memory on the FPGA.
