Where can I find the (FrontPanel HDL files) oklibrary.v and *.ngc files for XEM3010 Xilinx ISE version 9.2?

You can use the ones included with your software. Even though they were built with an older version of ISE, they are still forward compatible.

I was using an older version of the *.v and *.ngc and I was getting errors. I was able to find a newer version of the files with modification date of 3/5/2007 9:50pm. I am now able to synthesize the design with ISE 9.2.
