FPGA become hot!

We bought 2 set of XEM3001. Recently there is an issue with one of the board. It becomes very hot as soon as plug into USB port. Any idea?

It could be a bad power regulator or noisy power from the USB port. Do you have the problem if you run the board as “self-powered” ?

It has something to do with the clock generator IC. When I plug in the USB the Xilinx gets really hot until I re-program the PLL, then everything cools down just fine.
